ARM: dts: msm: disable L1 and L1ss for PCIe on msmcobalt

Browse source 
While NOC timeout feature is enabled, L1 and L1 substate
low power mode should be disabled. Thus, disable L1 and L1ss
for PCIe on msmcobalt.
