gpu: ion: Add EXPORT_SYMBOL to functions

Several functions in the ion interface is missing
EXPORT_SYMBOL. This is needed to allow clients to
use these functions from kernel modules.

Add EXPORT_SYMBOL to functions that are supposed
to be exposed.
