fscrypt: move fscrypt_operations declaration to fscrypt_supp.h

Browse source 
Filesystems now only define their fscrypt_operations when they are
compiled with encryption support, so move the fscrypt_operations
declaration from fscrypt.h to fscrypt_supp.h.
