As per regulatory master sheet, JM maps to FCC13 for 5GHz. For FCC13,
there is no radar detect pattern. Therefore, Remove DFS flag for JM.

Per the EU STD. ETSI EN 300 440, sub-band 5725-5875 is
allowed in EU at reduced power of 25 mW. Add the sub-band to
the EU countries that support this sub-band.

Increase the Tx Power for ETSI1 regulatory domain countries. ETSI1
controls the Tx Power for 5 GHz channels. Due to presence of TPC,
the Tx power can be increased by 3 dBm.

This patch provides infrastructure for machine translation of the
regulatory rules database used by CRDA into a C data structure.
It includes code for searching that database as an alternative
to dynamic regulatory rules updates via CRDA. Most people should
use CRDA instead of this infrastructure, but it provides a better
alternative than the WIRELESS_OLD_REGULATORY infrastructure (which
can now be removed).
