Enable ESD feature for default truly command mode panel on sdm630.
Also increase the escape clock of both command and video mode panel
to avoid DSI PHY related errors seen during ESD enable use case.

Currently, memshare allocates 5MB memory to diag client.
This patch increases the memory to 15MB. Also now diag
client will be considered guaranteed to avoid memory
allocation failure on modem SSRs.

For some panels, escape clock needs to be updated for checking
the panel status periodically. Update the panel init sequence
to increase the escape clock.

Add more granular thermal-mitigation levels for battery charging
limit based on thermal condition. It helps for steady control
of temperature when charging is enabled.

RPM_AGGR2_NOC_CLK is separated out to allow individual voters
could vote on these clocks and voter clock would aggregate the
clock rates.
