pkt_xfer should be used for protocol v3, and cmd_xfer otherwise. We had
one instance of these functions correct, but not the second, fall-back
case. We use the fall-back only when the first command returns an
IN_PROGRESS status, which is only used on some EC firmwares where we
don't want to constantly poll the bus, but instead back off and
sleep/retry for a little while.

Header entry deleted but same entry pointer using in
routing table not updated. Added checks to confirm
header entry present or not before using it to avoid

Value of MAX_NUM_OF_MUX_CHANNEL is greater than
number of valid interfaces. So empty interface
is also getting mux id. Return mux id only for valid
interfaces.

The first APPS default routing table rule is installed
at the IPA driver initialization. To prevent routing
exception, this rule cannot be deleted by user application.
This change prevents deleting this rule.

We should only remove HOLD on WDI pipes
after getting WDI_ENABLE, not on WDI_CONNECT
or those Tx pkts will stock in WLAN tx pipes.
