If the console_lock was held while the system was rebooted, the messages
in the temporary logbuffer would not have propogated to all the console
drivers.
This force releases the console lock if it failed to be acquired.

This patch is to get correct physical address of the reset function for
PAE systems, which use aliased physical memory for booting.

Move shutdown and reboot related code to a separate file, out of
process.c. This helps to avoid polluting process.c with non-process
related code.
