Move them to a separate header and have the following
dependency:
x86/cpufeatures.h <- x86/processor.h <- x86/cpufeature.h
This makes it easier to use the header in asm code and not
include the whole cpufeature.h and add guards for asm.

This fixes the following much-reported build issue:
arch/x86/entry/vdso/vma.c: In function ‘map_vdso’:

implicit declaration of function ‘pvclock_pvti_cpu0_va’
on some arches and configurations.

32-bit userspace will now always see the same vDSO, which is
exactly what used to be the int80 vDSO. Subsequent patches will
clean it up and make it support SYSENTER and SYSCALL using
alternatives.

Build the 32-bit vdso only for native 32-bit or 32-bit compat is
enabled. x32 should not force it to build.
