If the policy limits are updated via cpufreq_update_policy() and
subsequently via sysfs, the limits stored in user_policy may be
set incorrectly.
For example, if both min and max are set via sysfs to the maximum
available frequency, user_policy.min and user_policy.max will also
be the maximum. If a policy notifier triggered by
cpufreq_update_policy() lowers both the min and the max at this
point, that change is not reflected by the user_policy limits, so
if the max is updated again via sysfs to the same lower value,
then user_policy.max will be lower than user_policy.min which
shouldn't happen. In particular, if one of the policy CPUs is
then taken offline and back online, cpufreq_set_policy() will
fail for it due to a failing limits check.
To prevent that from happening, initialize the min and max fields
of the new_policy object to the ones stored in user_policy that
were previously set via sysfs.

It is possible to remove a cpufreq governor module after
cpufreq_parse_governor() has returned success in
store_scaling_governor() and before cpufreq_set_policy()
acquires a reference to it, because the governor list is
not protected during that period and nothing prevents the
governor from being unregistered then.
Prevent that from happening by acquiring an extra reference
to the governor module temporarily in cpufreq_parse_governor(),
under cpufreq_governor_mutex, and dropping it in
store_scaling_governor(), when cpufreq_set_policy() returns.
Note that the second cpufreq_parse_governor() call site is fine,
because it only cares about the policy member of new_policy.

Add time in state data to task structs, and create
/proc/<pid>/time_in_state files to show how long each individual task
has run at each frequency.
Create a CONFIG_CPU_FREQ_TIMES option to enable/disable this tracking.

For a driver that does not set the CPUFREQ_STICKY flag, if all of the
->init() calls fail, cpufreq_register_driver() should return an error.
This will prevent the driver from loading.

Add a new cpufreq scaling governor, called "schedutil", that uses
scheduler-provided CPU utilization information as input for making
its decisions.
Doing that is possible after commit 34e2c55 (cpufreq: Add
mechanism for registering utilization update callbacks) that
introduced cpufreq_update_util() called by the scheduler on
utilization changes (from CFS) and RT/DL task status updates.
In particular, CPU frequency scaling decisions may be based on
the the utilization data passed to cpufreq_update_util() by CFS.
The new governor is relatively simple.
The frequency selection formula used by it depends on whether or not
the utilization is frequency-invariant. In the frequency-invariant
case the new CPU frequency is given by
next_freq = 1.25 * max_freq * util / max
where util and max are the last two arguments of cpufreq_update_util().
In turn, if util is not frequency-invariant, the maximum frequency in
the above formula is replaced with the current frequency of the CPU:
next_freq = 1.25 * curr_freq * util / max
The coefficient 1.25 corresponds to the frequency tipping point at
(util / max) = 0.8.
All of the computations are carried out in the utilization update
handlers provided by the new governor. One of those handlers is
used for cpufreq policies shared between multiple CPUs and the other
one is for policies with one CPU only (and therefore it doesn't need
to use any extra synchronization means).
The governor supports fast frequency switching if that is supported
by the cpufreq driver in use and possible for the given policy.
In the fast switching case, all operations of the governor take
place in its utilization update handlers. If fast switching cannot
be used, the frequency switch operations are carried out with the
help of a work item which only calls __cpufreq_driver_target()
(under a mutex) to trigger a frequency update (to a value already
computed beforehand in one of the utilization update handlers).
Currently, the governor treats all of the RT and DL tasks as
"unknown utilization" and sets the frequency to the allowed
maximum when updated from the RT or DL sched classes. That
heavy-handed approach should be replaced with something more
subtle and specifically targeted at RT and DL tasks.
The governor shares some tunables management code with the
"ondemand" and "conservative" governors and uses some common
definitions from cpufreq_governor.h, but apart from that it
is stand-alone.

On CPU online the cpufreq core restores the previous governor (or
the previous "policy" setting for ->setpolicy drivers), but it does
not restore the min/max limits at the same time, which is confusing,
inconsistent and real pain for users who set the limits and then
suspend/resume the system (using full suspend), in which case the
limits are reset on all CPUs except for the boot one.
Fix this by making cpufreq_online() restore the limits when an inactive
policy is brought online.
The commit log and patch are inspired from Rafael's earlier work.

After hotplug policy max and min should be restored
to the user defined values.
Update to restore the policy min and max values defined
by user before going into hotplug.

If a CPU hotplug operation occurs in parallel while a driver is
registering with the cpufreq framework it can lead to the following
deadlock scenario:

mutex_lock(&cpu_add_remove_lock)

cpu_hotplug_begin() waits on
cpu_hotplug.refcount to reset
register_cpu_notifier()

mutex_lock(&cpu_add_remove_lock)
This happens because the registration for hotplug notifiers happens
inside the hotplug locked section.
This change moves hotplug registration call before get_online_cpus()
to avoid the deadlock.

Some architectures and platforms perform CPU frequency transitions
through a non-blocking method, while some might block or sleep. Even
when frequency transitions do not block or sleep they may be very slow.
This distinction is important when trying to change frequency from
a non-interruptible context in a scheduler hot path.
Describe this distinction with a cpufreq driver flag,
CPUFREQ_DRIVER_FAST. The default is to not have this flag set,
thus erring on the side of caution.
cpufreq_driver_is_slow() is also introduced in this patch. Setting
the above flag will allow this function to return false.

Implements cpufreq_scale_max_freq_capacity() to provide the scheduler
with a maximum frequency scaling correction factor for more accurate
load-tracking and cpu capacity handling by being able to deal with
frequency capping.
This scaling factor describes the influence of running a cpu with a
current maximum frequency lower than the absolute possible maximum
frequency on load tracking and cpu capacity.
The factor is:
current_max_freq(cpu) << SCHED_CAPACITY_SHIFT / max_freq(cpu)
In fact, max_freq_scale should be a struct cpufreq_policy data member.
But this would require that the scheduler hot path (__update_load_avg())
would have to grab the cpufreq lock. This can be avoided by using per-cpu
data initialized to SCHED_CAPACITY_SCALE for max_freq_scale.

Many subsystems depend on cpufreq API for CPU frequency scaling.
Cpufreq API is expected to fail until cpufreq device registers.
Change pr_debug() to pr_info() so that user could determine when
cpufreq API becomes available during boot from kernel messages. This
is crucial to understand whether a cpufreq API failure is benign
during early boot.

framework. Output triggering CPU and policy->cpu to help debugging.

__cpufreq_driver_target() checks if policy->cur is same as target_freq
without holding any lock. This function is used by governor to
directly set CPU frequency. Governor calling this function can't hold
any CPUfreq framework locks due to deadlock possibility.
However, this results in a race condition where one thread could see
a stale policy->cur while another thread is changing CPU frequency.
Thread A: Governor calls __cpufreq_driver_target(), starts increasing
frequency but hasn't sent out CPUFREQ_POSTCHANGE notification yet.
Thread B: Some other driver (could be thermal mitigation) starts
limiting frequency using cpufreq_update_policy(). Every limits are
applied to policy->min/max and final policy->max happens to be same as
policy->cur. __cpufreq_driver_target() simply returns 0.
Thread A: Governor finish scaling and now policy->cur violates
policy->max and could last forever until next CPU frequency scaling
happens.
Shifting the responsibility of checking policy->cur and target_freq
to CPUfreq device driver would resolve the race as long as the device
driver holds a common mutex.

Some modules can benefit from getting additional information cpufreq
governors use to make frequency switch decisions.
This change lays down a basic framework that the governors can use
to report additional information (Eg: CPU's load) information to
the clients that subscribe to cpufreq govinfo notifier chain.

For cpufreq drivers which use setpolicy interface, after offline->online
the policy is set to default. This can be reproduced by setting the
default policy of intel_pstate or longrun to ondemand and then change to
"performance". After offline and online, the setpolicy will be called with
the policy=ondemand.
For drivers using governors this condition is handled by storing
last_governor, during offline and restoring during online. The same should
be done for drivers using setpolicy interface. Storing last_policy during
offline and restoring during online.

Subsys interface's ->remove_dev() is called when the cpufreq driver is
unregistering or the CPU is getting physically removed. We keep removing
the cpuX/cpufreq link for all CPUs except the last one, which is a
mistake as all CPUs contain a link now.
Because of this, one CPU from each policy will still contain a link (to
an already removed policyX directory), after the cpufreq driver is
unregistered.
Fix that by removing the link first and then only see if the policy is
required to be freed. That will make sure that no links are left out.

The sysfs policy directory is postfixed currently with the CPU number
for which the policy was created, which isn't necessarily the first CPU
in related_cpus mask.
To make it more consistent and predictable, lets postfix the policy with
the first cpu in related-cpus mask.

The cpufreq sysfs interface had been a bit inconsistent as one of the
CPUs for a policy had a real directory within its sysfs 'cpuX' directory
and all other CPUs had links to it. That also made the code a bit
complex as we need to take care of moving the sysfs directory if the CPU
containing the real directory is getting physically hot-unplugged.
Solve this by creating 'policyX' directories (per-policy) in
/sys/devices/system/cpu/cpufreq/ directory, where X is the CPU for which
the policy was first created.
This also removes the need of keeping kobj_cpu and we can remove it now.

Later patches will need to create policy specific directories in
/sys/devices/system/cpu/cpufreq/ directory and so the cpufreq directory
wouldn't be ever empty.
And so no fun creating/destroying it on need basis anymore. Create it
once on system boot.

or orring ->related_cpus with ->cpus would result in the same value. But
cpumask_copy makes it rather clear.

When scaling_available_frequencies is read on an offlined cpu, then
either lockup or junk values are displayed. This is caused by
freed freq_table, which policy is using.

cpufreq_cpu_get() called by get_cur_freq_on_cpu() is overkill,
because the ->get() callback is always invoked in a context in
which all of the conditions checked by cpufreq_cpu_get() are
guaranteed to be satisfied.
Use cpufreq_cpu_get_raw() instead of it and drop the
corresponding cpufreq_cpu_put() from get_cur_freq_on_cpu().
