Fix the OFF path for display-port driver when cable is
disconnected. Check for link clock status before accessing
any of the mainlink registers. Use common mutex for
DP_ON and DP_OFF sequence. Remove the resource vote
when PLL is diabled.

Currently, when enabling a branch clock times out, the clock
driver prints out a warning but does not return an error to
the caller of the function. This leads to clients assuming
that the clock turned on correctly and them taking next steps
with that erroneous assumption. This sometimes leads to fatal
failures whose cause might not be obvious.
Return an error code to let clients do the necessary cleanup
at their end in the instance that turning on a branch clock
fails.

Memory barrier is required after the reset is asserted and de-asserted, so
add the same.

GPLL0 input to the multimedia and graphics clock controllers can
be managed by use of voting registers. Enable this usage and turn
off the inputs when no clocks within these clock controllers need
a GPLL0/GPLL0 divider input.

Update the graphics and multimedia clock frequencies and FMAXes
to align with the v2 and vq frequency plans. While doing so,
remove support for the gpu_pll1 PLL since it is not going to be
used to generate any frequencies.

GDSC regulators in case of 'qcom,skip-logic-collapse', would require block
assert/deassert of the clocks. Add support for the same to use the reset
controller APIs.

Add the block reset clocks which will be used by clients to
assert/deassert these clocks using the reset controller framework.

A reset signal is associated with each clock branch but sometimes a reset
signal is associated with a handful of clocks. Either way the register
interface is the same; set a bit to assert a reset and clear a bit to
deassert a reset. Add support for these types of resets signals.

Add gate clocks support where the clocks could be
- Either a branch clock with no branch halt check during
enable/disable.
- Clocks which have just enable/disable bit.

Currently on msm-4.4 kernel, MSM8996 clock files are built when
ARCH_QCOM is enabled. Compile 8996 clock files only when
ARCH_MSM8996 is enabled, to avoid any issue when compiling for
other targets.

The MDSS clock drivers were not getting compiled due to an extra 'y', fix
the same.

Fix the value of the constant for the minimum VCO rate by
setting it to 250MHz. This fix will allow valid clock rates
such as 252MHz to be configured for the HDMI PHY and enable
certain HDMI modes to work correctly instead of failing the
validation checks when setting the VCO rate.

Add a dummy clock provider that registers a simple callback that
in turn always returns the dummy clock for any clk_get call. This is useful
for unimplemented clocks.

Vote on the active-only CX voltage rail resource on behalf of
the hmss_ahb_clk. This way, when APPS attempts to go to sleep
and the clock is disabled, the corresponding voltage vote is
removed as well.

The gcc_bimc_hmss_axi_clk will be configured outside of HLOS.
The linux clock driver does not need to manually enable it.

The clock driver only needs to put a MIN_SVS vote on the MX rail
on behalf of the graphics PLLs. Update the fmax tables for the
PLLs appropriately.

The new API clk_set_flags could be used by hardware specific clock drivers
or clients for specific hardware requirements. These flags could be custom
defined as per hardware needs.
